Combine ground beef, egg, breadcrumbs, shallots or onion, garlic, ras el hanout, cumin, black pepper, salt, dill, and parsley in a large bowl. Stir just until combined — do not over-mix. Add a tablespoon or two of water as needed to keep the mixture moist.

Shape the mixture into balls or patties with your hands and set aside on a plate.

Heat oil in a large pan over medium heat. Cook the meatballs 2–3 minutes per side until browned and cooked through, then remove from the pan and set aside.

Add a little more oil to the same pan along with the sliced onion and raisins.

Add the ras el hanout, sumac, salt, and pepper to the pan.

Cook the onion mixture, stirring occasionally, until the onions turn golden brown. Serve over or alongside the meatballs.
